Park Court Chambers has an experienced licensing team, including the following members:

Paul Reid

Recently joined us from 13 Kings Bench Walk. Has considerable experience in licensing, in particular club law as Standing Counsel to the Golf Clubs' Advisory Association. Also co-author of 'Ashton and Reid on Club Law'.

Simon Phillips QC

Instructed by a broad cross-section of the trade in licensing work, including PLC's and regional police forces. His case work has included: successful grant of premises licence for multi-million pound development at international sports staduim in contested application, cross-examination of Chief Constable in (7 day) licensing appeal relating to application for 1800 person capacity nightclub in City Centre; also chain licensed betting office casework; also advice to Chief Constable in connection with a major new concept in off-licence sales and development.

Nicholas Mason

An experienced practitioner in licensing in both an advocacy and advisory role at all levels of liquor licensing, entertainment licensing and gaming licensing. Has been instructed for hearings in the Magistrates Court, Crown Court and Administrative Court, relating to the legality of licensing policies. Acted on behalf of Local Authorities, Justices and Police Forces. Has also been instructed for a wide range of applicants/objectors in terms of national chains of restaurants and breweries and also major sporting venues.

Franklyn Zakers

Experienced in licensing under the previous Licensing Act 1964 and now under the Licensing Act 2003 including: written opinions, representation on behalf of Applicants for new and/or variation of existing licences under Licensing Act 2003, representation on behalf of Residents opposed to the grant or variation of new and/or existing license, representation in disputed hearings before the Local Authority Licensing Committees. Has also represented commercial companies in addition to off-licences and restaurant premises.

Other notable practitioners include:

Paul Greaney QC, Christopher Tehrani, Nicholas Lumley and Alex Offer who have been instructed for bars and clubs and the Chief Constable in respect of licensing applications. They also have experience in taxi licence applications.
